Portugal wins on citizenship speed. Five years of residency (Golden Visa counts), pass a basic language test, and you can apply for a Portuguese passport. Spain takes 10 years to citizenship. If EU citizenship is your goal, that 5-year difference matters enormously.
Portugal also wins marginally on rental yields: 4-6% versus Spain's 4-5%. Not a massive difference, but compounding over years it adds up.
Spain wins on property inventory and variety. More coastline, more cities, more options at every price point. If you want a €80K apartment somewhere livable, Spain has more of those than Portugal.

Portugal's program now has geographic restrictions (no residential in Lisbon/Porto/coastal areas), plus tiered pricing for rehabilitation properties versus standard purchases.
